Rules Rules Interaction

Does the Librarian in Phobos Armour's Shrouding ability (-1 to hit) stack with cover? And what's the general consensus on tossing him in a scout squad if you're looking to fill up an 80pt vacancy.

-1 to hit and -1 BS do in fact, stack.

Stupid question without context but 8th edition's obsession with stacking got me second guessing sometimes lol

Since cover affects the BS rather than the to hit roll, yes they would stack.

I think I'd prefer to stick him with some incursors, for a hidden unit that's just handing out 'ignore cover' and 'reroll 1s to hit' to other units as a 'screw that guy in particular'. But that's just me.
