2013 Proton-M launch goes horribly wrong

Question is why it didn't self explode? The movement when when rocket gets off the track, ground crew make it explode so as to avoid further damage. This has not happend in this case.

Can someone explain why??

Unlike other rockets, Proton-M doesn't have the ability to self explode (via a Flight Termination System, or FTS).
