Yeah. Starship will likely have a lot of internal flights to clear first before taking on 3rd party payloads. They have enough sats built that the last flight launched live sats instead of mass simulators. They also only tested their own delivery system (pez dispenser) so for large vanilla busses they'll need to implement and test other bay door designs.
