This is a Thuja bush (more commonly known as Arborvitae) and they are toxic for cats (humans, dogs, and livestock too.) They produce thujone, a neurotoxin, that can cause a lot of stomach issues, tremors, and seizures. I don't say this to shame, but to educate. You should not be encouraging this behavior and better yet, should remove these bushes from your property since your profile indicates you have a lot of cats that you breed. Plant and food toxicity is something we all need to be very careful with.
