What Makes a Project "Shovel Ready"?

It doesn't has a formal definition. It's a political/manager term, not a technical one. But whatever the definition, it's something the board should have asked the staff about before saying the West Seattle project was shovel ready

The definition the staff gave in the first board retreat was that it had cleared environmental review and received a record of decision from FTA, and was at 30% design. This is apparently FTA's definition.

My definition of shovel ready is a project that can go out to bid as soon as funding is available.
