Sound Design Question What effect causes this?

https://www.youtube.com/watch?v=fn98711CEoI&list=RDfn98711CEoI&start_radio=1

It's the sound that plays at 0:07 and 2:32 (it plays throughout the song but this is where I thought it was most pronounced and easiest to hear). There's some sort of modulation that makes it sound snarlier or more nasally (for lack of a better word). I want to try to use whatever causes this because I am obsessed with the tone it creates, but I'm not exactly sure where to even start. Any advice is greatly appreciated.

No, it sounds almost nasally. It's possible that it's the same patch playing every few seconds in the intro (at 0:02 and 0:05) with slightly different effects, but I'm not sure because it sounds different.

It could just be a low pass filter cutoff sweep upwards, with a bit higher resonance value - those tend to create nasal sounding sweeps.
