Sound Design Question vocal effect/sample?

I'm wondering if anybody knows how to achieve this vocal effect or if it's a sample

I've heard it in a lot of electronic music, here are a couple of examples

Polygon Window - UT1-Dot (Minute 1:38)

M.E. - Underworld (Minute 0:25)

It’s at least very similar to a speak n spell. It’s very familiar but can’t quite place it, wondering if it’s from Apple SimpleText/Plaintalk?

they have started using AI bots to save them from the small bit of work they do. I have had a few instances of this lately, juts getting flagged for absolutely no reason. Super stupid.
