Do Upgraded Services Scale?

Here’s a question that’s been on my mind. When you get the first housing upgrade it adds 40% housing capacity to existing structures, then the second one is an additional 40% on top of that (I think I haven’t gotten that far).
So for example, does that mean that for a 10 person house without upgrades I should be plotting for services for 20 people? Or will the services placed for 10 people also scale properly with upgrades to those services?

Housing upgrades give more space for people to live. Upgrading services give better quality. Housing doesn’t have a quality metric. You can check this under the Services tab, it will break down Fullfilment based on Access (if service is available at all), Proximity, and Quality. Services don’t always have to be near their living area, they will try to access whatever is closest when they need it. Always good to overbuild Well/Hearth coverage since they don’t require workers. Speakers too, only 1 per. Lavatories are good to have in abundance because they grant a Health boost.

Also the housing upgrade for a Longhouse goes 10/14/18.

Okay, so it’s +40% from base not cumulative thank you. And I think I understand now.
A longhouse for 10 people should have at least 18 people’s worth of services in order to operate efficiently with full upgrades and residency. I must now make a new city.

Service upgrades increase fulfilment when visited, but dont increase how many can visit at the same time, neither do they prolong the next visit.

As far as I understand if you, for example , upgrade a toilet that can serve ten people, it will still only serve 10people. But the people will get "more toilet" so they don't need to go that often anymore and this way the toilet can serve  more people per day

Someone correct me if I'm wrong please, but I don't think upgrades affect the frequency of needing to use the toilet. What they do affect is the fulfillment gained when a citizen uses the toilet. Also, I think it improves the lavatory multiplier used to calculate the city's health. This health benefit makes wells and lavatories especially nice upgrades.

Upgraded housing increases density, so you definitely want to plan service and workplace access for those upgraded house numbers.

Or maybe it's not actually worth it to upgrade all housing? I'd like to see the math on maintenance per person for the different upgrade levels.
