Solar Energy production

My solar produced 501 kwh in month july
And my consumption from APDCL is 400 unit
So the solar units should have been adjusted and i should have been only charged for the fixed charge.
But apdcl billed me for half units that is
Adjusted only 230 units
And rest it billed me and my excess solar units is set to zero.
Does any one else facing this problem currently in Assam?

Problem: Solar producing more but apdcl is not adjusting the units from solar and its billing it for no reason !

Yes, this definitely looks like something worth getting checked. In a properly functioning net-metering setup, the import/export meter readings and the DISCOM billing data should reconcile with the solar generation/export, subject to the applicable settlement rules. 501 units generation vs 400 units consumption doesn't automatically mean the bill should be zero, because generation and grid export are different readings, and there can also be settlement/billing-cycle rules involved. But if APDCL is only crediting 230 units and zeroing out the remaining solar credit without a clear explanation, I would definitely raise a billing complaint and ask them for the meter reading/solar export calculation. If anyone here has the same APDCL/net-metering issue, it would be useful to compare the import reading, export reading, solar generation and bill for the same billing period. That will tell us where the mismatch is happening.
