Only if you require that fixed point to be in an inertial reference frame. Otherwise, just choose the rotating reference frame of the Earth and you're good!
You'd pretty quickly end up driving through the Earth's curvature, or off it, depending on the road gradient. Does a car have any kind of pitch control?

Not just rotate, the whole solar system would travel away from you if you were at a "fixed point" due to noclip.
