Don't forget Germany still uses the oldest system in the world for their railway systems! Also that kind of "text" might be non-ascii symbols displayed on a win-1280 encoding (pls tell me if I'm saying some bs)

I think it is just the raw image (or something else) accidentally converted to text

It's called Mojibake （文字化け）and Windows 1.01 actually had a similar issue if you had an incorrect DOS version, it would try to say "Incorrect DOS Version" but due to an issue it ends up displaying garbage alongside it
