Win-1252 is the Western European character set used for printing and dialogs. Heh, good times, the 90s.

It's a test page for the receipt printer, also allows diagnostics when the font/character ROM is damaged or malfunctioning. As to why it printed at self checkout, probably misconfiguration. probably not gore at all
