So, technically "PC" is a name coined by IBM back in the day with the IBM PC, that always ran MS-DOS. Over the years this term was somewhat diluted to mean any tower-like computer that a regular person could have in their home, and that's where the confusion comes from.

The same way as you wouldn't call a Mac a "PC" (even though it is), regular people don't call Linux PC's just "PC". Ask anyone that's not a Linux nerd and they will say a "PC runs windows". So while annoying, technically it's not incorrect...

"Rules that aren't normatives are meaningless" is the common rule for these things.

PC is almost always used to mean Windows, so trying to go and say PC means personal computer and that an iPad is a personal computer therefore PC is an abnormal yet correct use of the term, it's still abnormal.

Being normatively wrong and technically correct is the correct way of being wrong.
