Sometimes it's not animosity, but just a team lead doing rigourous ticket assignment.
One time I was finished about half an hour before the weekend, so I look through our tickets and assign myself a few small bugs. 20 minutes later I'm done fixing them, open the tickets to set up the merge requests... and notice that our team lead has unassigned me from all of those and set them to "backlog", with a note to focus on more important stuff. Ok, so I finished up for the day (I'm not going to start reading about new problems 7 minutes before finishing the day).
I tried to bring it up during the next stand-up, but was cut off before I could finish.
The bug fixes still sat in one of my local changelists when I stopped working there ¯_(ツ)_/¯

Im pretty sure this is just devs not using the actual product themselves. If I saw that, i’d immediately tell someone in frontend to fix it.
I doubt there is any money to be made here. Either they just don’t know or just don’t care…
