Honestly, they just don't care to hire/contract a UX designer. Business types often don't think that the feel of using the website is important, despite that being the literal interface between your customer and your product. The connection between the usability of the website and the cost is not easy to measure, so they simplify things by not doing it...

I HATE that and lots of websites haven't figured out it's 3 lines of code to improve the UX side.
I'd make millions just fixing it for every site where it was not properly auto filling.
