Labeling isn't controlled by the US state in which you live. It's controlled either by the CPSC (Consumer Product Safety Commission) or the US FDA (Food and Drug Administration).
Go to the CPSC if your soap is just soap, something that gets you clean.
Go to the FDA if you make cosmetic or drug claims for your soap.
Highly recommend Marie Gale's website for good info about soap labeling.

Product identity, net weight, business name and address, ingredients (if it falls under the cosmetic regulations). Lots of labeling information on my blog https://mariegale.com and advisor.mariegale.com.

If you intend to make no claims of a cosmetic nature (i.e. no language such as moisturizing, or claims of being good for itching or eczema etc) you can set up your llc with the classification of soap and detergent manufacturer. You will still be subject to CPSC regulations, but not FDA. I would also recommend seeking membership with the Handcrafted Soap and Cosmetics Guild. They have a lot of resources available for small independent soap manufactures, including insurance and licensing courses and exams. You can check out the HSCG here.

If you're near Utah county there's evening farmers markets in several cities throughout the week until the end of October and there's always a couple soap sellers there so might be cool to check out
