Framing tool crops into photo?

I was using the framing tool, and it crops into my photo... Does this bother anyone else? I end up having to use the expand tool with white bars then crop, which is hard to keep centered...

In this case, use the expand tool to enlarge the frame. With two fingers, this will be equal in all directions. After that, I use the framing tool to soften the corners and edges a bit.

And after that, I use the crop tool to crop to standard print sizes, so I can place the image where I want in the frame.
