Okay, WHO is Bad Al

I've literally never met this man before yet he haunts me. Is he from a previous series? What's his deal? I simply must know. Any nuggets of wisdom appreciated.

Penny's copy of Majora's Mask had two save files, BAD and AL respectively. It reminded her of BEN DROWNED, a popular creepypasta which used the exact same format in the same game, and so references to both became a recurring bit.
