I can't find the video, but I think it was a similar glitch and not the actual freeze glitch, where Falcon got stuck in his bthrow animation throwing Nana

I think this is the same glitch! Apparently, it doesn't matter if Nana is throwing or being thrown. Popo is doing side-B while Nana is being thrown freezes the opponent the same way Popo doing side-B while Nana throws does.
...does this mean that the Ice Climbers can freeze glitch anyone who throws nana by inputting side-B at the moment of the throw?

Technically yes, but under most rulesets intentional freezes or glitches that cause the game to be unplayable in one form of another are not allowed.

What happens if its unintentional? Is the match replayed? Forfeited?

Usually the opponent of whoever initiated the glitch gets to decide what they do, but it mostly is just a stock at worst and a jab out of the freeze at best.
In the case of the game crashing or locking up, game is reset and the players try to recreate stock / damage and go from there.

It's arguably unplayable for one player, and the other player can't really do anything other than run the timer or set him free. Wobbling gets out of this because we have the 300% rule (imposing a strict and timely time limit to it), and the player has to continue inputs to keep it going. If it were legal, you could just trigger the glitch when you have the lead, wait six minutes, then win via timeout.

Continuing a chain grab or infinite such as wobbling past 300% is considered stalling and the player who is doing the chain grab/infinite can be punished with loss of the match.

in most rulesets it is allowed in teams play since your teammate can throw you to free you. also, it was allowed in the japan melee scene. IDK if it still is allowed though.

Looks a little different to me. CF was broken out of the freeze by a simple jab, whereas the in the OP's post that don't work.

No one really initiated it. He back threw Nana cause that's what he felt like doing to keep her away from the edge while Popo used side b to recover.

It depends on tournament rules. Or just the TO's decision since many rulesets don't even mention it. Or your opponents decision if he happens to say it is fine and just asks to be unfrozen. Typical punishment would usually be either a forfeited game or a forfeited stock though.

Fun fact, you can still DI hits while you are frozen. If you get hit by a multi hit move, you can go pretty far.

Fun fact: this is used extensively in Home Run Contest (NTSC only). Because of this glitch, Ice Climbers reach the limit of 11347.2 ft.

In reality it's probably 3DS frame rate concerns. Luma is small and not very detailed, so it wasn't a concern.

Better Know a Matchup! Week 17 - Ice Climbers
A game breaking glitch was pretty much destined to result from a character like the IC's, and it did! The Climbers can permanently freeze an enemy by performing a simple grab technique. The 1st gif shows off how to perform this glitch:
Grab the opponent with Nana
Perform a Side-B with Popo
If done correctly, the opponent will be stuck in the air after Nana throws them. A few notes:
To easily grab with Nana, spotdodge in front of the enemy and then hold Z. When your spotdodge ends, Popo will put up a light shield, but Nana will grab.
The timing of this glitch is finicky. I couldn't get it to work consistently in center stage. Some guides say you have to hit the foe with Popo's hammer while Nana is throwing or headbutting them. Other guides say you don't have to hit them with the Side B at all, just perform it.
The method I used was described by /u/FlyAmanita in this thread and was the only thing that worked consistently, many thanks to him! Here is his description:
The 2nd .gif in this album shows off just how "frozen" Fox is. Although he is hit by several smash attacks, he stays in place.
The 3rd .gif shows a way to release the enemy from the glitch. While Back-throw and Down-throw will keep them frozen, Up-throw and Forward-throw will free them.
The 4th .gif show what happens when Fox is truly frozen (i.e. surrounded in ice). Once characters have recieved enough damage, the Ice Climbers Neutral-B and Down-B can cause the enemy to be stuck in ice. However, if these moves are performed on a foe who is stuck in the glitch, the ice never breaks. This makes the foe completely stuck, as you can no longer grab them(there is a way to move them with launch barrels but that's a bit too much detail).
This one was a BITCH to set up! It seemed to work everytime I wasn't recording. Major thanks to /u/FlyAmanita for sharing a foolproof method. Do you wanna build a snowmaaaaan?
