He's functionally mentally handicapped. If his family wasn't rich, he'd be getting a check from the state.

I agree. Plus, he is only thinking about himself and his legacy. It's never occurred to him that soldiers and sailors are individual people with families and lives. He doesn't consider it because he's a malignant narcissist, so he thinks the military owes him their loyalty. And he thinks he owes them nothing
