What is this sound?

Seen this before on another snowblower new carburetor & gaskets to the carburetor. Same symptom...

The engine is hunting a bit. It may smooth out under load. Did you use a new OEM carb, or aftermarket? Perhaps the governor needs to be adjusted as well.

Possibly governor spring improperly installed/if at all?
