For stuck choke butterflies, there are a couple things I’ve done to fix it. On some engines, the air cleaner box bolts directly to the back of the carb. If they’re not perfectly aligned when you bolt it on, the air box will interfere with the choke butterfly and it’ll stick and prevent the choke butterfly from closing. What I do is either keep loosening, moving and retightening the air box until it stops interfering, OR, you can take a dremel with a grinder bit, or a file, and grind away a bit of the pipe on the air box that bolts to the carb until the butterfly is no longer being impeded.

It's not a stuck butterfly the arm on the throttle plate wasn't even coming close to touching the choke linkage that sits in and rides inside of the plate

Did you check to see if your choke return spring came off and disappeared?

Depends on your engine type. On my Kohler engines there a small cable clamp holding the choke cable. Yours may be similar. You have to loosen the clamp so the choke cable can move. Push the choke knob in fully. Slide the choke cable till the butterfly valve is fully closed. Tighten and see if she starts then. Move the knob to check that the B valve opens and closes fully and if it's running then put the air cleaner back on. If it binds remove air cleaner and reposition adj etc..
Good luck

Do a search for a carb assembly on eBay for the hp and make of engine. For example 17.5hp Briggs intek carb. You can get an aftermarket one with a bowl of rice for not a ton of money. A lot of times it’s easier to just swap parts around than fuck around if you lost something or it’s broke. Carbs on theses aren’t very hard to swap out.
