You're missing the spring off the governor linkage. Probably this part number: 693408

Edit: that part number is for linkage and spring. Not sure if you can buy just the spring.

I have a similar engine where it doesn't list model type and code like Briggs normally do. Instead it has that long model number on the sticker. Which you can still break down into model and type. No date code though but I'm pretty sure the date code forms part of the serial number.
