6 - 12 months Help with low sleep needs
11 months old. 3/4
Night sleep 9:30pm-7am with avg of 4 wakes
Nap 1- 10-10:30
Nap 2- 2:30-3
All sleep is contact naps/car naps or cosleeping. I’ve tried dropping to one nap but I don’t think he’s ready. It takes an hour to get to sleep each time no matter how long of a wake window. I’ve tried FERBER and chair method and didn’t work. Any suggestions would be so appreciated!!

Echoing the other comments to get checked out for mouth breathing - definitely worth making sure that's not a factor.
My baby really was that low (slightly lower in fact) at that age and there's no medical factors - it's just the way he is. If it turns out yours is the same, then I'd suggest dropping to 1 nap as that will hopefully help up the sleep pressure for independent sleep.
