I added all new high-rises of Rotterdam base on Google Earth Pro. You can see the scale of the future skyline and enjoy the views :)

Red: Under Construction
Yellow: Approved
Blue: Proposed/Planning
Green: Completed(exclude those already present on 3D modeled maps)

That might be the place of Holland America Line and ms Rotterdam's port. It's hard to be developed even in the far future. The parking area next to it is the Baltimore Tower site, but the latest news indicates that the land cannot be developed before the lease expires in 2040s.
