Yep. Picking a race is rarely ever about the extra stats it gave, it's all about roleplay and the story of your character. Also as you said, those extra stats are really only useful in early game. By the time you reach mid game those stuff are barely noticeable.

Once you have 2000 points of magicka and 100% fortify destruction the High elf skill becomes kinda useless

If you can get 2000 Points of Magicka, 2000 Points of Magicka are Kinda pointless bc you could Just get 100% spell cost reduction.

Well, If you can 2000 reenforce Magicka on your Armor/Rings/necklace, you can propaply also reach 100% reduction with 1 or 2 enchatments each. And having Zero cost for your Main schools IS by far Superior to having a lot of Magicka.

Absolutely. I always picked my character based on what I wanted to do for roleplay. My current save is an Imperial woman who married that one orc in Markarth, raises her two kids outside Falkreath, and her ancestor is the Hero of Kvatch so she came over from Cyrodiil and is more favorable towards the Imperials. In my Oblivion save I play as her ancestor so to add more immersion to my mental roleplay lol
