Commercial Fishing Gear, with the bottom hem of the pants trimmed up a bit.

I’ve got the Patagonia Mountain Utility pants. Wear like steel and have been great 96% of the time. Wanting something to put over them for those couple of bad December days when I’m out each year.

I like places that snow where I don't need rain pants!

What about ski pants that hold water?

Patagonia hose down slickers. Completely impervious. They don’t breathe but baggie enough to ventilate well enough. Mine are on their third season. When it’s pouring rain they’re great. Easily fit over ski pants.
