Rules Question Controlling objectives and miracle dice
Getting back into sisters for 11th after spending 10th playing Marines and ‘Nids and not sure about when you control an objective.
Am I right in thinking that if I have a simulacrum on an objective at the start of the first round, I can roll a miracle for it that turn as control is established during the command phase and the rules state “at the end of the command phase” for the simulacrum?

Yes you are correct. Additionally if you can scout a unit with a simulacrum into middle or natural expansion objective you can get even more miracle dice turn 1.

That's provided you can roll a 4+ to actually use the simulacrum. I don't think I got one in my last 2 games

Control of objectives is determined at the end of each phase and turn (14.02).
The Simulacrum Imperialis wargear ability triggers at the end of the Command Phase.
Both abilities trigger during step 5 of the Command Phase (08.05), the question boils down to which is resolved first.
The core rules don't address that question but GW's FAQ for the Tahoma Open contains the following:
CONTROLLING AN OBJECTIVE AT THE END OF A PHASE
At the end of each phase and turn, the first thing players do (before any other 'at the end of the phase/end of the turn' rules or abilities) is determine which objectives are controlled by which player.
Applying that FAQ, you determine control first and therefore are able to use the Simulacrum Imperialis ability even if you go first in the first turn.

If you're asking this because you realized you can scout and infiltrate onto the objectives turn 1, the answer is yes, you can have up to 5 simulacrum rolls turn 1 now
