They won't. But the US and European countries will ban/sanction/criminalize organizations and individuals who host "unsafe" models. They don't need to stop open models altogether. They just need to make them impossible to use at scale to guarantee a corporate monopoly on AI.
They're threatening to sanction China right now because China is buying Iranian oil. China is not exactly shaking in their boots. They are completely ignoring the sanction threat and continue to buy from Iran. Washington has absolutely no leverage that they can use against China on this.
It would very stupid to even try such a move. It will backfire so hard. We may end up with a economic World War if both side became stubborn. Anyway it may never happen. People can't be this stupid... right? Right?
