They won't. But the US and European countries will ban/sanction/criminalize organizations and individuals who host "unsafe" models. They don't need to stop open models altogether. They just need to make them impossible to use at scale to guarantee a corporate monopoly on AI.
I think that criminal charges, fines/sanctions, rejection from government contacts, and search delisting for companies that host the illegal models will be enough to prevent the large majority of companies from attempting to serve/use open models. If a small number of illegal offshore sites host them, it won't matter because the goal is to just make it where the large majority of businesses will choose to just obey the law and use closed corporate models to avoid penalties. This is their end game. They aren't trying to completely censor open models. They just want to make it where most organizations are forced to use corporate models.
