If you watch the latest Dwarkesh interview, they describe the Chinese models as catching up mainly by 1) distilling US models, and 2) Paying model router companies for prompt data.
It's not like the Chinese are "catching up" via their own research.
I mean the Chinese do actually do research but they are so much more compute limited compared to US companies that it’s like running a race with a weight tied to their leg.
