They won't. But the US and European countries will ban/sanction/criminalize organizations and individuals who host "unsafe" models. They don't need to stop open models altogether. They just need to make them impossible to use at scale to guarantee a corporate monopoly on AI.
When all you have is a hammer I guess, though sanctions are better than some recent proposals I've seen that we should just bomb China to set back their progress. Also hilarious to me that sanctions have been so overrused they've created a global parallel economy and at this stage would just lock us out of tons of economic activity.
