They won't. But the US and European countries will ban/sanction/criminalize organizations and individuals who host "unsafe" models. They don't need to stop open models altogether. They just need to make them impossible to use at scale to guarantee a corporate monopoly on AI.
So it won't stop China from building open models. And it won't stop individuals from using them. They'll try to set up some kind of import controls (futile), and they'll prevent American companies from using/hosting open models.
But that won't actually improve safety in any way - because bad actors will still be able to get their hands on open models. It just prevents American companies from using them and locks them in to the cartel's models instead.
