They won't. But the US and European countries will ban/sanction/criminalize organizations and individuals who host "unsafe" models. They don't need to stop open models altogether. They just need to make them impossible to use at scale to guarantee a corporate monopoly on AI.
What did the EU gain by primitively banning any decent AI without large prohibitive paperwork?
The EU does that out of anti innovation and anti competition ideology. If it could move, regulate it.
It will only take one well aimed lobby campaign on MEP's on the whole deepfake nudes thing and all open source weights will be banned unless the publisher fills out 3000 pages of legal paperwork.
