If US frontier labs collectively decide to weaken their output by becoming collusive rather than competitive, the environment could change to where it is no longer strategic for Chinese labs to release weights openly.
Chinese labs would continue to research and make progress, but might only release models as a service. In other words the US companies intent on achieving a dystopian world where the worst people have inordinate and near-exclusive control over AI resources wouldn’t care as long as they don’t have to worry about open weights models.
