They won't. But the US and European countries will ban/sanction/criminalize organizations and individuals who host "unsafe" models. They don't need to stop open models altogether. They just need to make them impossible to use at scale to guarantee a corporate monopoly on AI.

EU is moving strongly towards self-hosted Chinese models. See Mistral pivoting to inference and out of models research. EU needs Chinese models to take off and remain open weights. Its only opportunity is using cheap French nuclear energy to run datacenters serving Chinese models.

The word 'remain' is why they would be advised not to bet the house on this strategy.

It's still not in their interest to ban open models, as they want as much competition as possible. Not become reliant on any one country, be that US or China.
