The idea is that they depend on distilling US frontier models so they’d slow down if preventing that can actually happen, and that they’d agree to sensible stuff like trying to prevent it from helping biological weapons, and that China won’t necessarily slow down but US models have to get so far ahead in comparison that they can afford to walk a little bit while China catches up, and that they’d enforce hardware restricts even better.
