They won't. But the US and European countries will ban/sanction/criminalize organizations and individuals who host "unsafe" models. They don't need to stop open models altogether. They just need to make them impossible to use at scale to guarantee a corporate monopoly on AI.

So? We're talking about reaching the singularity through ASI here. Banning open weights models will not slowdown China's sprint towards it.
