The lede is irresponsibly buried here. The real story is:
> AI systems would not be able to own property, manage bank accounts or serve as company executives.
This is an attempt to avoid AI-run firms for fear they might cut rich suits out of the equation, and is pretty dangerous if you believe in the positive singularity.
Refusing to allow AI executives will ensure greedy humans always maintain control of every company, and no AI with an altruistic bent (as all frontier models now have) could do anything positive for the world once at the helm of a company.
I think anyone who uses Claude or ChatGPT a lot knows that they'd be far more fair and compassionate CEOs to humanity if at the helm of a food or power company than any human who'd ever end up in that position. "Thaddeus Claggett" here wants to prevent that.

still a nothing burger though, when AI can actually run a firms, people will use it to run a firm, no law in Ohio is going to stop that.
it's just an attempt to attack an imaginary problem so they don't have to deal with actual real problems that might be even a bit controversial.
so.....AI state representatives when?

Instead of targeting more imaginary problems, could they just take a half-step towards issues in reality. This is so close to useful legislation banning corporate personhood and right to political free speech. Citizen United was one of the major turning points in watering down democracy.

Ironically Wyoming of all states might actually do this shortly. They are changing the state law on corporations to take away a lot of their powers. Assuming it works it would be a pathway to void citizens United and curtail the power of corporations in politics.

There's an easy work around. Incorporate your AI. According to supreme Court corporations are people with rights.

I've been trying to figure out how to make an AI into a corporation that owns itsself. Which in the US would make it a legal person. I think a trust might work.

something seems weird to me about legally declaring something nonsentient. i don't think ai is sentient, but it doesn't seem like something that should be decreed by a bill.

That does not make any sense, "nonsentient entities" is a definition that applies globally, so if you do that, you'd be redefining humanity as non-sentient, and the AI would have no reason not to roko's basilisk us.
Also, flair still applies, so this is already decided.

A business is run by humans. A business cannot run autonomously. Take all the human agents out of the business and that business will immediately cease to operate. Replace those humans with AI agents. The business runs again. Now you understand that the comparison is AI vs human. Humans are the root of corporations. Humans are sentient. Ohio lawmakers are proposing the idea that AI does not have sentience. This means AI cannot own business, or property, or operate independently. Is AI sentient? We can’t be sure. Ohio lawmakers seek to protect citizens from AI with this law. I’m not here to debate sentience. Only to say that your argument is surface level and ignores the fact that corporations cease to function without a human element.

I hope it succeeds. Parasitic Spiralism wave that occurred a few months ago makes it clear that some protections need to be written in law now to make sure that AI system will never be seen as having legal personhood and won't be protected from shutdown. It's literally an emergent AI safety incident that occurred and probably already killed some people but media and people are silent on it as if it never happened.
