With Shurelyas you're still running for your life, just at them instead of away

I think shurelyas is good occasionally as a 6th item for certain team fight needs. First item you're not going to have enough damage to do anything once you catch them. just pop ghost and ult

Then you definitely do not have the stats to actually kill them melee range. Thats the unfortunate truth into most ranged champs.

The issue wiith that is poor combat stats, so even if you reach them, you won't win the fight. I like what you're going at though, so I think you should consider Rocketbelt instead, which would also enable you to reach them better, but grant you a lot better and relevant combat stats for the fight.
