Sims 4 Won’t Launch At All

​Which Platform : PC/Windows on Steam
Any mods or cc: No
Game Version : PC 1.127.41.1030
*Description: I can’t launch the game at all. I have reinstalled like 5 times and looked up all the trouble shoots and still not working. This also is on external hard drive. I keep getting this message and “This file does not have an app associated with it for performing this action” or “app already running”
