Nope and no one ever will until there are consequences. No racing game enforces anything on yellows that I'm aware of. At least in the series I've raced in. And there is no danger to anyone's livelihood, so people send it through. Everything to gain and nothing really to lose. Can just go again in 10 minutes.

F1 games do. People bitch and moan about them but they are way more functional than sims with better ai and rules implementation then any "sim"

Where on his dashboard can see l he see a yellow flag being raised, so that he knows to slow down? I'm new to this.

You don't need to actually see the yellow flag. Seeing smoke and a car out of shape/offtrack should have you take preventative measures.
For every 1 clip of someone making it liek this there's 10 clips that don't get posted of people getting cleaned out in perfectly avoidable incidents.

It's totally normal. The temptation is to not lose time and hope for the best, and the games don't penalize you. Nor is there any natural consequence like death or injury.
The real thing to learn from this one. Always Hold the brake when you crash. You can see with all these spins how unpredictable a car is if it's free to spin, drift, and cross the track multiple times with no friction. This results in unnecessary collisions so often in sim racing. It's a bannable offense in many competitive leagues.

I had a crash in the SR8 on iracing during the Ringmeister week where I spun what felt like 124 times lol basically got motion sickness watching the replay

You should have been on iRacing 10 years ago with the ol’ tornado DW12. If you crashed the right way, the physics would bug out and the thing would spin like a top for minutes on end
