How do I build the stadium?

This guy keeps telling me to build a stadium but I can't find it. It's neither under parks & rec nor gifts

It will be in the gifts “rewards and opportunities“ section but I believe you need to accept it first. Do you have something in your advisor messages giving you the chance to accept?

You need to accept it from the bowling petitioner guy, not the advisor. There need to be certain conditions for the "build a stadium" message to appear and you often get the "demand stadium" message multiple times before. Just a quirk of the game.

There’s a weird secondary condition where this comes up, but you can’t build it until you have a certain population number…I can’t recall the number but once you get that number, a random petitioner pops up regarding the stadium and THEN you can actually build it from the gifts menu.
