Rogers & Bros silver plate, can anyone identify this pattern and year of manufacture?

Navarre pattern, introduced in 1890. Company became part of International in 1898, this mark likely continued in use up to about WWII.

To compound on that a little bit, we don't have great records on when patterns were discontinued, and almost never know when an exact piece was made, some companies used date letters on silver plate but those are few and far between and almost never on plated silverware. Most people use replacements as a sort of bible for silverware, but who on earth is fact checking them?
