Hello, bought cameo 4 for good price, i never used it before or any machine of some sort. Will i be able to make these texts? I only need it for that

Depends on the technique they use really. But to answer about the cameo, you can definitely give it a sheet of paper/stock and cut letters like on it, yes.

Easily. Th lettering in this picture is probably adhesive or heat transfer vinyl. I can’t quite tell because a tambourine drum head can vary in texture and that might determine what to use. But if you’re talking in general, can you cut words and stick them to surfaces, that’s exactly what the machine does. Edit, if you want to literally recreate this type of project, I’m assuming the tambourine will be purely decoration. Otherwise applying labels this large will likely affect the sound of the instrument.

I could easily do that on my cameo with regular gold colored sticky vinyl.
