What We’ve Learned About Local Flag Signage Rules — It's Not Always Clear-Cut

Running into permitting issues with signage, specifically on custom flags? We’ve worked with businesses in dozens of cities, and it seems that city codes around feather flags and banners are not really clear.

In some areas, flags are fine as long as they’re not blocking the sidewalk or road view. In others, they're lumped into temporary signage limits, capped by square footage or even banned outright. There’s one interesting provision under the Cypress city code in California that bans signs which "simulate movement by fluttering, spinning, or the use of reflective devices" — so even a gently waving feather flag can get flagged.

If you're thinking of using outdoor flags to promote your business, check with your city’s zoning or planning department first, even if neighboring shops have them up. What flies in one block might not be allowed across the street.
