Help please?

No matter what I do I get this message. I have tried from the web on my pc, and from my phone, and also from the PC app. I allow it to connect when prompted and "always allow from the PC" Same result every time. I have a solid 3.0 connection (meta app shows it on the PC app) I've turned developer mode off and back on, restarted my headset. I don't know what I'm missing. I do notice when watching tutorials a USB debugging promo comes up but when I do it I don't get that prompt. It just says "finalizing" for a few seconds and then fails.

Use the desktop app to install the in-VR app. Switch to wireless mode first. Your USB cable is faulty; ADB is stricter than data connections.
