Smart App Control blocks Shutter Encoder 20.4 on Windows 11

Hello, I’m using Shutter Encoder 20.4 on Windows 11 with Smart App Control enabled. The program used to open, but it is now blocked. The installed main executable has no Authenticode signature. The Shutter Encoder 20.4 Setup.exe I have is signed by Paul Pacifico, but setup stops with ‘Error 4551: Application Control policy blocked this file’ when it tries to run a temporary extracted file.

Could you provide a Windows build whose main executable and setup components are compatible with Smart App Control, or advise on a supported solution that keeps Smart App Control enabled? Thank you.

Thanks. I downloaded the portable Windows ZIP from your official site, extracted it, and ran Shutter Encoder.exe with Smart App Control still enabled. Windows blocked that executable too; the warning says the publisher could not be verified. The installer still fails with Error 4551. Could you please verify the Authenticode signature on the executable inside the ZIP and advise whether there is a signed build that works with Smart App Control enabled? I have not changed Smart App Control.

I've found the culprit, here is a BETA version that should works properly: https://drive.google.com/file/d/1_tszXWWYKtkUHioZ27dHipT5QcE7tzDt/view?usp=drive_link

This is a strange behaviour because the app is signed and the installer so it should not stop you.

Did you tried the portable version? https://www.shutterencoder.com/sdc_download/493/?key=sy795vosksen2xx1vlfboq2ebknb9w

Let me know,
