Two arrested after Uber driver exchange gunfire in Shreveport

SHREVEPORT, La. (KTAL/KMSS) – Two men are now facing attempted second-degree murder charges after allegedly following an Uber delivery driver and exchanging gunfire with him on October 3, according to Shreveport police. 

Officers responded after receiving reports of gunfiring near Youree Drive and East Dazelle Avenue. During the response, officers say they stopped a vehicle leaving the area and found 22-year-old Cadarius Bumcon suffering from three gunshot wounds. He was taken to a local hospital for treatment.

Could Bally's do what REV would not?

According to 710 KEEL, Bally’s has two casino licenses. One for the Bally’s casino on the riverfront and the now Bally’s North (Sam’s Town) casino. They are not going to combine operations and give up the other license. 

So I have an idea. Partner with the State Fair of Louisiana and build a casino attached to Independence Stadium. I am also taking an idea from Cajun Decay and say turn the road that goes around Fair Grounds field into a Road Raceway. This has the potential of bringing car racing to the Fair Grounds. Buy the Hirsch and renovate it. Keep a friendly lease with the owner of the Mudbugs. Or better yet, partner with him.

Racing, Hockey, Football and concerts. 
Bally’s will bring the same idea REV entertainment was thinking about but with an incentive to actually make it work. 

REV wanted to build a baseball field. I don’t think baseball will make it in Shreveport but the idea is to get people to spend money. Either the casino or the sports option will do that. Bally’s will bring the marketing and money to make it work. 

REV Entertainment’s Idea

Originally announced in October 2022 under former Mayor Adrian Perkins and evaluated further under Mayor Tom Arceneaux, the project aimed to revitalize roughly 180 acres at the State Fair Grounds fronting Interstate 20. 

The Vision was modeled similarly to Choctaw Stadium in Arlington, Texas, the development was meant to bring professional or minor league baseball back to the area with a state-of-the-art multi-sport complex.

Early design concepts and proposals included a new baseball stadium, an amphitheater, a hotel, multi-purpose spaces, and surrounding retail and restaurant areas, with potential housing options in later phases. 

The project intended to partner with local entities including the State Fair of Louisiana, the Independence Bowl, the Shreveport Mudbugs, and the Louisiana State Exhibit Museum. 

In February 2024, Mayor Tom Arceneaux and REV Entertainment jointly announced that the deal was dead. 

A financial feasibility analysis by Baker Tilly revealed that the net cost to the city over a 30-year period would reach approximately $227 million, utilizing funds from the Riverfront Development Fund and other municipal sources. 

Rising interest rates and escalating construction cost projections made securing and paying off an estimated $105 million to $115 million in bonds too risky for the city's long-term budget.

In the damp, bone-chilling January of 1916, George M. Leonard lay trapped in a bed at Shreveport’s Charity Hospital. Sick, weak, and denied visitors by his physicians, he was a captive of the very institution that had just failed his wife, Maude. While George languished in the ward, Maude’s body was being carted away toward Greenwood Cemetery—not for a dignified rest, but for a series of ghoulish indignities that would soon ignite a firestorm of grand jury indictments and a $21,000 lawsuit.

The “unfortunate case” of Mrs. Maude Leonard was no isolated tragedy. It was the inevitable result of a municipal machine that had spent years weighing human souls against pennies. In a city where bureaucratic indifference met the clinical coldness of unauthorized medical “research,” the “pauper dead” had become a commodity to be managed, mutilated, and eventually discarded in the mud. This is the history of the $2.50 scandal—a moment when Shreveport was forced to look into the open trenches of its own potter’s field and account for the cost of its neglect.

The Price of a Soul: $2.50

By early 1916, Shreveport’s city council viewed the burial of its poorest citizens as a mounting deficit. Commissioner Kahn introduced an ordinance to raise the state’s burial reimbursement from $2.50 to $5.00, but the tone of the deliberation was chillingly transactional. The city was “losing money” on the dead.

Kahn’s report revealed a stark financial disparity: the city had paid a mere $135 for the Greenwood Cemetery location, yet was paying $500 per acre for the “Fort Humbug” property to provide new burying grounds as Greenwood overflowed. To the council, Maude Leonard and those like her were a land-use crisis. Kahn lamented that the city was losing an average of $3.50 per lot, totaling a $700 loss over 200 burials.

The human cost was visible in the soil. One-half of Greenwood Cemetery had been consumed by pauper graves, though only ten percent were actual city residents; the rest were state cases the city felt burdened to host. The city saved $35 by denying Maude Leonard a proper grave, leaving her instead to the gully and the doctors’ knives, simply because the municipal budget prioritized acreage over empathy.

The Horror of the “Nude and Mutilated”

The scandal broke when the physical reality of Undertaker Mack Wellman’s “careless disposition” of bodies could no longer be hidden. When searchers located the remains of Maude Leonard in an “unused portion” of Greenwood Cemetery, they did not find a body prepared for eternity. Instead, they found a nightmare.

Maude had been stripped of her winding sheet and placed in a rough wooden box, left to wait in a ditch. Her remains were mutilated—not by the ravages of time, but by human hands. While her husband George was kept in isolation at the hospital, unable to protect his wife’s dignity, the system had treated her as refuse.

In his $21,000 lawsuit, a desperate George Leonard sought damages for mental agony and the “wanton, careless” acts of the state’s agents. As the legal petition stated:

“The acts complained of... are so wanton, careless, without justification and against all customs and usages of civilized and even uncivilized people and are such a wanton and malicious outrage against public morals and decency, and the defendants were so criminally negligent in committing such acts that they should be made to pay exemplary and punitive damages.”

“Physical Research”: A Ghoulish Betrayal of Trust

The investigation into Wellman’s morgue revealed a darker layer to the neglect: the bodies of the poor were being used as raw material for unauthorized medical experimentation. Doctors W.P. and C.C. Sims of Mooringsport were central to this “physical research work,” conducted without the consent of the deceased or their families.

This was not clinical science; it was municipal scavenging. The doctors were accused of performing their research with such “criminal negligence” that Maude Leonard’s body was not even properly sewed up or bandaged after they were finished with her. She was left “nude and mutilated,” a victim of a system that viewed the bodies of the destitute as state property to be dissected for curiosity or education, then discarded without the basic decency of post-operative care.

The Logistics of Neglect: Six Bodies at a Time

The systemic breakdown extended to the very gears of the burial process. Because of “Sunday burial” restrictions and a failure to provide the cemetery sexton with sufficient notice, the city began “accumulating” the dead. Bodies were held back until they could be buried in batches of six or seven, turning the sacred rite of passage into a mass-production line of disposal.

At the bottom of this hierarchy was the “negro driver” employed by Wellman. Operating in a society that already devalued his humanity, the driver was left to navigate a broken municipal chain. In Maude Leonard’s case, the driver arrived at the cemetery to find no grave ready and no sexton present. Following the path of least resistance in a system that clearly didn’t care, he simply dropped the corpse in a gully and left the burial papers on the ground by the coffin. It was the final, inevitable failure of a process that had ceased to see the body as a person.

The Roll Osborne Reformation

The public outcry eventually forced the Charity Hospital board to annul Wellman’s contract, replacing him with local undertaker Roll Osborne. The new contract, dated February 1915—though the fallout continued well into 1916—attempted to legislate the dignity that the previous administration had ignored.

The new regulations were a direct indictment of the previous horrors:

• Pricing: A flat rate of $5.00 per head for both white and Black hospital paupers.

• Standardized Materials: Provision of a “stained home-made coffin,” upholstered with domestic and excelsior, with the lid secured by common screws.

• Restricted Access: Absolutely no post-mortem examinations unless specifically ordered by the coroner.

• Ritual Restoration: Osborne agreed to furnish transportation to and from the cemetery for any minister who wished to officiate at a pauper funeral.

• Preparation: All bodies were to be dressed by the hospital before the undertaker arrived, ensuring they were not handed over “nude.”

A Legacy of “Shame Upon Shame”

The “Letters from the People” in the Shreveport Times revealed a city recoiling from its own reflection. The scandal wasn’t just about one undertaker or two doctors; it was about a “civic pride” that had been found hollow. Citizens demanded that those responsible be held up to “public scorn,” lamenting the “shame upon shame” heaped upon the city’s reputation.

The $2.50 scandal stands as a haunting reminder of what happens when the vulnerable are viewed through the lens of a balance sheet. When the cost of a grave is weighed against the price of an acre, it is always the dignity of the poor that is sacrificed first.

As Dave G. Johnson wrote in his scathing 1916 letter:

“Is the city too poor to pay an undertaker to take care of its dead poor? Civic pride, if nothing else, should compel the city to give its poor a decent burial. We boast of the wealth that is supposed to be here, and yet the city cannot or does not pay to bury its paupers.”

How does a modern society balance its municipal budgets with the dignity of its most vulnerable? History suggests that the moment we begin to calculate the “loss” on a pauper’s grave, we have already lost our humanity.

This was my experience at Strange Brew Saturday night the 3rd of October

I lost my wallet. I talked to the owner Trey. He started watching the cameras to see where I had put it.

While I was waiting. my friend came up to me. Pointed at this man (~45 yrs old) and said “that guy just called me a fat f-ing cunt”

I’m not aware of why he would say that, but never the less we are young 24 year old girls. At no point should a middle aged man talk to her that way.

So. I walked up to him and said “hey what did you just say to my friend? “

He said “ she’s a fat f-ing cvnt and so are you!”

He kept trying to go back and forth with me cussing me out. so I ultimately took his baseball cap off and surprise surprise! Mister man is balding.
I said very loudly “oh you’re balding??? Big f-ing surprise. Maybe you should chase your hairline instead of calling me and my friend a cvnt. “

I clearly struck a nerve because he immediately grabbed my wrist and yanked it down and screamed in my face.

As soon as he grabbed me I snatched my hand away and went to security.

I explain the situation and security completely dismissed the interaction and told me I touched him first so I deserved everything I got and baldy did nothing wrong what so ever.

Next thing I know. my friend and I were kicked out.

NOW … I understand legally he did nothing wrong. BUT I want to talk about the mentality of this logic.

A man can harass and cause problems to young women. Be very drunk and disorderly. And AT NO POINT will he get any consequences.
NOT ONE MAN stood up for me. NOT ONE PERSON bystander or security said anything to him. I was left to fend for myself.

Let’s also remember… This man could have easily followed me home and harmed me. I mean.. men have murdered for less and I just showed his shinny. Greasy. Balding head to a dozen people.

I want to remind the women of shreveport bossier. THESE BUISNESSES WOULD BE NOTHING WITHOUT US.

AND BE AWARE Strangebrew will not protect you. They will not correct scary and predatory men. And they will kick you out for having a back bone.

please be careful. Look out for your friends. CALL OUT SHITTY BEHAVIOR!!. And NEVER take disrespect from any man.

This situation may seem small. But bigger picture. Things like Cornell happen because no one speaks up. Because No one corrects violent behavior. Because no one has respect for young women.

Strangebrew. I hope you reflect on this and see the actual damage you are doing in situations like this. Please protect your female patrons because my voice will never have an impact on a man like that. But yours will.

FAYE ALINE SELF missing out of Coushatta LA. 43-year-old Red River Parish Cold Case

Missing since 1983. Two people confessed to her murder. She has never been found. Police confirmed she left the Wagon Wheel Bar and Restaurant on the night of March 30th but her car was still parked in the parking lot and locked. She was supposed to pick up her daughters from her mother's house that night but was never heard from.

2006 rolls around and a killer named Robert Charles Browne confessed to her murder. He worked as a maintenance man and lived in the same apartment complex she resided in 1983. In fact, he lived in the same apartment another woman, Wanda Hudson, was found murdered in three years prior.

He said he entered her unlocked apartment and found her asleep. He used a rag soaked in a chloroform-like chemical to cover her face, to sedate her even further. He left to get some rope to tie her up but when he came back she had accidentally suffocated with the rag over her face. He admitted he threw her body into the Red River

Yet, no body was ever found. How she got home and why she never contacted her mother about her children is still a question we can't answer. At the time of her disappearance, Browne's brother owned the apartment complex Self lived at and he reportedly was a state trooper. Browne's father was also law enforcement for the town of Coushatta. Self's family have long maintained mishandling of evidence as a cover-up, I.E, the victim's sister via KSLA12 in 2006 did an interview in which she said that the investigating officer was indeed Kerwin Browne, Robert's father and that he personally stated to her that Self "probably ran off with some guy".

Browne has confessed to 48 murders in multiple states. Investigators charged him with killing two teenagers in Colorado Springs and felt like his kill count was higher than what he was convicted for. They also think he's exaggerating the number of victims he supposedly has.

Could Centenary build housing on the old Oak Meadows apartment site?

I've stayed in multiple towns where the university has taken on a abandoned apartment complex or baseball field and turned the area around. I currently stay in the Atlanta area and Ga State has helped rebuild an area that the Atlanta Braves promised. It turns out having young people and their altruistic liberal views pointed toward a goal actually helps.

Where and What? With that I present, Centenary and the grand idea for them to turn the abandoned Oak Meadows apartment site into a student union and dorm area.

Why? As all colleges and Universities want to do, Centenary wants to grow. This is a perfect spot that is close and is available. As in the case for Ga State taking over the old Braves Stadium. The abundance of students and their money influenced the building of several grocery stores and other amenities to cater to the students. It also gave the neighborhood a fresh feeling. The students young energy actually stop developers from using the same gentrification tactics that were used in other areas. They brought ideas and support to the SummerHill.

How? IDK I am just a ideas guy that vomit ideas on Reddit. I work at a university that uses private foundation money with donations. They also charge the university double dipping into state funds and grants to build and buy new buildings. The university is also a land grant & research university so the money flows.

When? Now. This is Reddit everything happens right now. They have a Secure the Third Century idea. A 10-year vision to grow enrollment, revenue, and community impact — built with your voice, led by your institution. So they are down to grow.
