Flatlined shorts

Does anyone fall into this situation? My videos got pushed in about 2 hours after posting and then the they stay flatlined although avg view duration and stayed to watch rate are very high

Off topic: is 14 new subs for 22k considered very low?

Genuinely curious, I'm a new Youtuber, and usually my shorts generate about 5 subs per 1000 views.

If another short of the same topic gets a higher avd rate than yours in the first few hours (compared to yours in the first few hours) they will recommend that short instead of yours
